[Illustrator 2020 freeze on Window 10]

My Illustrator has always been frozen whenever I open it. This happened when I updated my Window 10 a while ago. I have tried many methods recommend on Adobe forum here but none was successful.
Illustrator always free at the loading screen while running plugins like in the picture.

Hammering on the same problem (and without mentioning which hammers you already tried) isn't going to help, I'm afraid. What did you try already ? Delete preferences ? Reinstall (before or after deleting preferences) ? Chanting the secret Adobe voodoo rhyme while starting Illustrator ?
