Illustrator 2023, create print ready file for addresses using variables

I am trying to create a print ready file (PDF) for data merge from excel using Variables. I need each artboard to be saved in outlines and also as a pdf. Then each artboard to be saved to one PDF. I have spent hours trial and error and can't figure it out. has anyone done this with illustrator 2023. I used to use data merge

Data Merge is an InDesign function.

 

What exactly is not working?

I was using data merge in illustrator. I am trying to use variables to create variable artboards, and then save them all in outlines and all as a pdf
