Illustrator 24.0 will not keep workspace preferences

I have 2 monitors one I use as a tool palette.  I move all my tools to my 2nd monitor setup the way I like them and I create  a works space.  This new version of Illustrator 24.0 does not give me an active selection to create a new workspace.  After I setup all my tools, the next time I launch .ai everything is back to defaut.

If an older version of illustrator is installed, it may be the reason for this issue.
Try to delete the old illustrator preferences. Try holding Cmd-Opt-Ctrl-Shift when restarting AI on a Mac or Alt-Crtl-Shift on a Windows PC to reset the preferences to the factory defaults.

I tried.  I uninstalled the previous version dumping it's prefs.  Restarted AI 24 as suggested.  I moved my first tool palette where I wanted it and checked to see if "save workspace" is available and it's still grayed out.
