Illustrator 24.2.3 Constrain Drag / Duplicate Not Working

I'm using Illustrator 24.2.3 - shift drag and shift+opt drag is not working correctly. I am not Snapping to anything. While shift+dragging, the object doesn't travel with the cursor (somewhat jittery if it moves) nor does it end at the coordinates that I'm trying to place it. While shift+opt+dragging, the object doesn't travel with the cursor, but a duplicate is made in the same coordinates as the original. What am I missing? Thanks.
