Illustrator 25.2 Doesn't (completely) shut down!

We (all stations) have to go to Task Manager to stop Illustrator from running. i.e. if you close out of Illustrator, you cannot start another session without doing this!

AND consequently, all (normally saved) data is lost: recenlty opened, work spaces, etc. are not remembered.
