Illustrator 30.1 not responding

So far, I've tried both 30.1 and 29.8.4 and they stop responding after around 10 seconds after opening a file. When I close it, I can't open illustrator again, and when I try uninstalling it after closing, it says illustrator is still running. Pressing "restart" the laptop after closing it takes too long, if not forever, so the only way is to hold the power button to shut down. I've tried uninstalling it on the same drive and different drive, as well as logging in and out of account. Note that while this is happening, I can still use Indesign.

Also, try running Illustrator under Safe Mode (Windows / macOS) and a different administrator account (Windows / macOS) and share your observations.
