Could you please close all Adobe apps and try signing out of the Creative Cloud Desktop app and signing back in, then test the feature again in a brand-new Illustrator document? I'd also recommend resetting Illustrator preferences manually (after taking backup) and checking whether that changes the behavior:

Please also temporarily disable any VPN, proxy, security filtering, or enterprise firewall controls that may be affecting connectivity, and if possible, test from a completely different network such as a mobile hotspot. Additionally, could you confirm whether this occurs with all available partner models or only when using Gemini?
