In my view it seems fair degree of drawing/art skill is necessary to be good in Illustrator. How far it is true?

That depends on what you do using Illustrator. Production and prepress artists surely belong to the most proficient users, but maybe cannot draw at all.

Most in AAe tutorials which I learned, layers are imported from Ai. That is why I ask. In order to create layers in Ai I assume you need fair amount of drawing skill. For example:

If you have a detailed sketch, you can just draw it. Using the pen tool is something that you can learn.

 

But again: it depends on what exactly you want to do. If your goal is to animate something in After Effect, collaborate with someone else who produces the artwork for you.
