I'm having the same problem here. Windows 10 PRO, all the fonts are installed in the computer and whenever I package a file, the Fonts file is created but is empty. I need to manually fill the Font file every time.
I'm not using Adobe Fonts or Typekit, just google fonts or comercial free license fonts.

Same Issue, the package functionnality in Illustrator 2021 does not copy the fonts to the package folder. The report doesn't display any error.
The same job was packaged on Mac and worked fine.

The same Fonts in Indesign was packaged on PC and worked fine too...

    Any solutions ?

Does it affect all fonts? Or just a specific one? Which one?

Same problem here. Windows 10 + Adobe CC 2019 package does not collect fonts in illustrator and Indesign too.

Same problem. The report showing no errors and states that all fonts have been collected, but in reality the font folder is empty

Can you check whether the fonts are corrupt or not? Can you share the error message you get while packaging?

Because as per the EULA of Adobe

Type Library and Font Folio – do not cover sending font files to third parties, unless that third party has their own license to the same font.  (A newer version of the Adobe EULA for Fontspring purchases does allow you to send a copy of fonts to printers for output; refer to your specific EULA version to see what it allows.)

Similarly, the terms of service do not allow copying or moving the files that have been activated through the Creative Cloud desktop application.

Since packaging is not a supported workflow, each person using the file will need to have the necessary fonts available on their computer, licensed via their own Creative Cloud subscription or through a traditional desktop purchase. Print bureaus will be able to access the fonts in the same way: either through their own Creative Cloud subscription or by purchasing the font from the foundry or an authorized reseller.
