Illustrator CC won't open any toolbar option

Hi

I'm trying to create a circle in Illustrator, but when I click on the rectangle toolbar option, nothing else opens.  All the other optional buttons seem to be diabled too.  

Help!  As usual, I have a deadline, and Illustrator decides that now is the time to stump me!

I was having a similar problem. For some reason I don't understand Illustrator has started opening the tool options above the tool palette. In some cases off the screen so I couldn't see them. I moved the tool palette and now they are back on screen, but still way up at the top.

You can just press 'L' as well to get a circle but when you see rectangle tool does it have a little arrow bottom right? If so press and hold to make it appear..?
