Illustrator crashes even before I can create a artboard.

Recently, my illustrator has been crashing the second I open it. The first thing I click on in the home screen, the app says not resonding and crashes. I've waited 30-45 minutes for it to work and once it starts it works fine till i try to save the file or export anything from it. I've tried restarting my system, uninstalling the app and re-intalling it, downgrading to a lower version ( Its been like this since I have updated it). I have also tried to go to preferences and removing GPU boost. Nothing has worked please help. 

 

My PC has 16 gb ram and nVidia 3050Ti

Disclaimer: Please note that resetting preferences will remove all custom settings, and Illustrator will launch with the defaults. You may take a backup of these settings from the location mentioned in the article.
