Illustrator crashes on Windows 10, can't open program at all

Illustrator refuses to open at all on my laptop, and I can't figure out if it's my laptop or if it's a bug... and I can't even send a crash report because it never gets to that point before the program is being 'suspended'.

I've tried rolling back to version 23.1, but the exact same problem kept happening (in that I didn't even know Illustrator was crashing until I was watching the Task Manager while Illustrator was trying to open)

So sorry to hear about this. In addition to the suggestions shared above, I would request if you can share a few more details like:

When did this start happening? Are there any recent changes made to your system? For example, any antivirus, system updates or web extensions installed recently.
Try booting the system into Safe Mode (https://support.microsoft.com/en-in/help/12376/windows-10-start-your-pc-in-safe-mode) and check how it works there. It starts your system so that it performs certain checks and prevents third party software/ services from automatically loading or opening. If it works fine in Safe mode, then there is some third party service or application like antivirus, plugins or web extensions which are conflicting with the Illustrator.
If that doesn't help, login to Hidden Admin account (https://www.youtube.com/watch?v=EfbMs3w-Z3s&t=53s). Check how the application works there. If it works fine there, then it could be related to permission errors.
