Unfortunately this article is now the only support available for Creative Suite perpetual license users who have issues with activation count:

Activation limit reached or Sign-in failed error

You need access the the computer the software was activated on to deactivate it. Adobe can no longer edit activation counts to circumvent these issues.

For my part you are welcome, kazuさん。

I hope you will post a link here to your new post there so it is possible to follow it and hopefully see a good solution.

I previously used Illustrator CS5 (perpetual license). When attempting to reinstall it after replacing my PC, I was informed that the activation limit had already been reached.

According to old official Adobe FAQs, it was stated that license activation was possible on a new computer even in cases of PC replacement or hardware failure. However, after contacting Adobe Support, I was informed that the activation servers for older products have been discontinued, and that this operation is no longer guaranteed.

This post is not intended to request a workaround or recovery method. Rather, I would like to confirm whether it is correct to understand that the license activation process described in the old official FAQs is now completely invalid.

If anyone has had a similar experience or is aware of an official statement regarding this matter, I would appreciate your insights.

It seems that way. I also posted in the Japanese community, but I received the same response that it's not possible, so I'll give up on CS5 and use CC instead.
Thank you.
