illustrator fails to open Layered PDF from ArcGis Pro and Rhino7

every time I open a PDF file exported with layers from this progrems, Illustrator just clip all the layers together. I can see I have layers in Acrobat Reader. but illustrator open the file as one Clipping mask (containing another cliping mask, that contain another one etc). with no sign of the layers. this notice always shows up:

and its also can never recegnize hebrew text. (adobe Reader does). instead it just open it as shapes. no matter what font!

Illustrator was never meant to be a generic PDF editor, it will only edit reliably the pdf files that it generated itself with Illustrator compatibility on.

Layers in a PDF are not the kind of layers you see in Illustrator. They are used to show and hide various groups of content An object may be part of multiple such "Layers", which are actually named OCG, Optional Content Groups and are not supported in Illustrator.
