Illustrator file content partially not visible in Acrobat DC, package has all content

Used Illustrator 26.0.2 to create lay up for proofing at my printshop and used package to gather everything. Content is usually links to other PDF's or JPG's. Neither they or I can open the Illustrator file in Acrobat DC and have all its content visible. 

They should look like the first attachment "embedded" version attached to this post which opens correctly in Acrobat. The second attachment is the version from the package. I tried Illustrator 26.3.1 on another system and same result when Acrobat DC opens the PDF. Acrobat has show large images enabled and Accessibility replace document colors disabled. Is Acrobat unable to use an Illustrator PDF with its package?

Thanks for reaching out. It seems linked images are missing in one of your linked files. Once you embed all the images or relink them in your Ai files, the issue will be resolved.

When viewed in Illustrator, the "base" file displays all images correctly. It follows the links into the linked files which may have other linked files. The gather operation is supposed to included everything a print shop would need to open the "base" file. It does not seem to be recursing through the linked files and including their content. If I embed everything, this can be opened in Acrobat. Embedding makes the "base" 100's of MB.

Thanks for getting back to me. It seems to be an issue with a specific file. I understand the workaround of embedding the links will increase the size, which may not be ideal in some cases. Would it be possible for you to share the Ai files including the linked images and we will check it on our end? If yes, you can upload them on Creative Cloud or any similar service and share the download link here.

They should look like the versions attached to this post.  I tried Illustrator 26.3.1 on another system and same result when Acrobat DC opens the PDF. Acrobat has show large images enabled and Accessibility replace document colors disabled. How do I get these files to be displayed completely by Acrobat?
