Illustrator file: exporting to psd - text not editable

when I export illustrator file to psd.  the text in psd is not editable.  i can edit text in illustrator, but not in photoshop.  why is that.   I did click for the layers to be writable.  But the texts in the psd file get flattened when it is exported to photoshop.  can someone help me.
