Illustrator files/ new file dont open

After I open illustrator and click on new file or any other file, it does not respond at all. I have tried to clear preferences, also reinstalled different versions. But the issue persists. However a few times when I had opened illustrator and then opened an .ai file from windows explorer, it opened.

Please try this: 

With the Option Key pressed choose Library from the Finder Go Menu. Within the Library folder find the folder called Preferences and within it find the following two files and delete them: “Adobe Illustrator <Version #> Settings” (earlier versions of Illustrator might just say “Adobe Illustrator”) and “com. adobe.

    But I have a windows system. Can you tell where these files could be?
