Illustrator Hand Tool Problem

I am having an issue with illustrator hand tool. The tool will not deselect. I've tried selecting other tools and still. I have restarted illustrator. I also reinstalled illustrator. Currently using Illustrator Beta. Is there someting i am doing wrong?

I am still having this issue. happened from one day to the next. I am also noticing that when i use the select tool and I click on a item, it will hold on to that item for a brief moment instead of just selecting the item, as if i was clicking and draging the item over. Almost feels like a late reaction. My mac book pro is clean. I am not having any issues with Photoshop or after effects. I will stop using beta and see if the non beta illustrator works better.

So i am noticing that there is a delay on my click. I click on an item and it wont select it immediately. it's like a 2 second delay. so when im working and I click and move over to change the color of it for example it will move the item over to where i have the swatch panel. Man what is going on? how can i fix this.
