Illustrator home screen not launching in full screen

Recently, when launching Illustrator the home screen is smaller (it always used to launch in full screen size) and nothing happens if I click the green + button to enlarge it) - see screenshot.

And then when I am in Illustrator the main screen doesn't behave like normal and tool/palette windows are erratic in their expanding/placement etc.

Yes. I have the latest update.
