Illustrator - How to select from the edge of the fill not the edge of the outline

I am trying to get my design to snap to the artboard, but every time I make it snap, the outline aligns with the artboard, which makes the design shift from the place I want it. So I'm trying to figure out how to get my illustrator to not consider the outline to be the edge of the design instead of the fill to be the edges.

This seems to be a new problem, it has only shown up in the last year or so, so I'm trying to figure out how to change my settings so that this issue doesn't occur.

You can try to set in the Align Panel menu: Use Preview Bounds.

Use the X/Y coordinates in the Transform panel to align the object to the artboard.

You can also use with Preview Bounds active: Object > Artboards > Fit to Selected Art.
