This has been happening since last Friday, after I installed a trail version of AutoCAD. I've installed an earlier version of Illustrator to no avail. Perhaps I can't have both AutoCAD & Adobe on my Windows 10 PC?
Most likely your Autodesk license manager is crashing and dragging along every network-related function, including anything that relies on Adobe's activation system and the CC app. Check your event viewer. You may need to make Autodesk behave more than anything else.
