Illustrator problem with cutting and pasting objects in a new layer.

Okey I'm genuinely lost on this matter. I have an assignment where I have to animate an illustrator file (a hero guy where his arms and cape move). I already got the illustrator file but it's my job first to put both arms and cape in separate layers so I can animate them since they're all in one big layer. Here comes my issue, I exactly copied the steps my lecturer did. I made a new layer ''right arm'', I selected the right arm cut it and went to my layer ''right arm'' and clicked ''clicked to target'' and used the shortcut ctrl+shift+v to paste in that new layer but instead it made a whole new layer for me called ''isolution mode'' and I don't know? I followed the exact same steps my lecturer did so why does it not work for me?

 

PS the screenshot is in Dutch but you should get an idea what the layers mean.

Can you drag that green dot to the rechter arm layer? Isolation mode should not display other layer, so there is something wrong.

Yes I can, but why does it happen in the first place. I'm trying this with another artboard with the buildings (still the same file) and after pasting one of the buildings it just pastes back to it's original layer. I'm genuinely dumbfounded

In the Layers panel menu is "Paste remembers layer" turned on? If so, turn it off. Still, the isolation mode layer can be an issue.
