Illustrator refuses to accept measurements

I need to create a new rectangle with exact measurements. I set my first measurement and Illustrators changes it. The width and height are not linked. I also have preferences set to scale. I am very frustrated (and a new user). While I am here, I also need to make one side of my rectangle with 90 degree angles and the other rounded. I am using Adobe Illustrator CS5; can anyone help me please?

Is "Align to pixel grid" turned on (in the transform panel)

Turn it off (and also "Align new objects to pixel grid" in the transform panel menu)

Then: Is Use preview bounds turned on in the preferences?

Also turn it off. Or create your rectangle without a stroke.

The Transform control was it!! Thank you! Any tips on creating curved on one end and right angle on the other??
