Illustrator SLOW on new computer

Hello, everyone. I just got a new computer but my illustrator is super slow. Whenever i zoom in it takes like 3 seconds. Whenever i grab my hand tool and navigate around the design it lags. Also my mouse cursor freezes and gets all choppy around the screen for a few seconds.

Im not working with big files either. The files im working on are like 2,3 MB.

I check the task manager when this happens and the processor ram and disk are using very minimal resources.

Does anybody know how i can fix this or make it faster. I thought by getting a new computer with the below specs my illustrator would feel faster.

- Intel Xeon E5-2609 v4 Processor

- Windows 10 Pro OS

- 32 GB RAM

- 512 GB SSD Ram

- AMD Radeon HD 7700 1GB

    Fist of all I would try and connect a printer. If you don't have one, set up a PDF printer. This has solved this kind of issue for a lot of people.

    since i bought CC i cant use it anymore! i want my money back and delete this crap ... how can i contact someone who can help me?
