Thank you for sharing the details. I would like to know if you tried running the app in Safe Mode and Root Account? I would suggest you ask your IT team to fresh install macOS without any limitation or firewalls installed on the system and then see how it performs. This way, we can know if something is not limiting or interfering with the apps on your Mac device. Additionally, I will advise you to use your personal Internet Wifi via a mobile device, and it is possible the office Internet may be interfering with the Creative Cloud services. Also, did you use the CC cleaner tool to uninstall the app, and are you using TimeMachine? If yes, could you please disable it and see if that helps.

Adobe Illustrator was frequently attempting to access a Creative Cloud library that had not been updated to be compatible with/retired before the release of: ARM-based Macs. Each failed attempt of accessing the library was being logged, depleting the systems available RAM, thus causing major performance issues or resulting in Illustrator crashing entirely. Simply removing the library got the Mac working.
Sophos would have been scanning each of the aforementioned log files; explaining why uninstalling it alleviated the problem, but failed to fix it.
