Illustrator won't always convert to working space?

Whenever I open an Illustrator file to change things. A pop-up will always ask about the color profile. Illustror very rarely asks to convert these to the working space. It only gives me the option to use the embedded color space (and not use the working space) or ignore it( and not color manage). This is frustrating because I never get the option to convert at all and color manage to the working space.

This isn't even during import.

 

Is there something I am missing or is this wording confusing to others as well? When will Illustrator not convert to working space?

What have you checked in your Color Settings for profile mismatches?

Your settings are to always convert and my settings are to preserve numbers and profiles.
