images placed not resizing

Colour me stumped and tell me I am not the only one struggling with this today? 

 

When I place a picture or graphic png/jpeg onto the illustrator canvas, there is no means of making the image/shape/text bigger smaller etc using the diagonal anchor points. It's a work computer (running windows 11 22h2) and I am ready to throw it out my window.

 

Am I being a bog-standard of adobe illiteracy or is this something which other users have found? 

 

Nothing (repeat *nothing*) is locked. New canvas, new jpeg, new adobe update; just no means of making the image bigger or smaller as I've been doing for the whole of my career. 

 

NB: work as a graphic designer in the marketing dept of a publishing house; please help asap

@Doug A Roberts is correct. You can't use anchor points for scaling

Here's what a JPEG looks like with bounding box turned OFF. This can't be used for scaling.

 

When you turn on the picture's Bounding Box, it looks like this, and it can be re-scaled (my screen capture doesn't show the bounding box, but try View > Show Bounding Box).

Are you talking about dragging the bounding box handles? If so is the bounding box on (View > Show Bounding Box)?
