Hello

is there a way to create filter effects in Illustrator as is possible in Inkscape?

It's a unique Inkscape thing. You can't re-create this stuff directly in AI, but as Monika already pointed out, once you have saved your SVG with live filter effects you can extract and use them in AI as SVG filters.

Is that an interface for writing filters? You can write SVG filters in Illustrator, but it's not nthe same. You could write them in Inkscape and then use the code in Illustrator.

But maybe this resembles more the Appearance panel.
