Is the HP Spectre x360 or HP Envy x360 good for illustrator?

I've been into the tech store 3 times (pb tech) to purchase a touch device to use learn how to use Adobe Illustrator and have been recommended different devices each time by different customer service reps.

 

I want to learn how to use Adobe illustrator so I am definitely a beginner.

 

Can either of these do the job? (Within my budget)
