"You can set up dots in the strokes panel when you input a dash of 0 and the round caps. Then enter a gap of whatever is appropriate to get the dots 1 mm apart (depends on the stroke width, add it to the 1 mm)"

 

.....then you can make your guides Cmd+ 5 on a Mac, be sure to clear your guide view

hide guide/ show guides Cmd+;

Also, you can utilizes the Rotate View Tool, Shift+H in a Mac.

You can set up dots in the strokes panel when you input a dash of 0 and the round caps. Then enter a gap of whatever is appropriate to get the dots 1 mm apart (depends on the stroke width, add it to the 1 mm). You can do simple math in the fields, such as 1 mm + 2 pt

I'm not clear what you are asking. Just use the dash options on the strokes panel and align your artwork with a suitably set up grid.
