Issue with placed items / location

I have this persistant and annoying issue when I place items in AI; I seem to have no control over where they land on the art board.  It seems to always be on top of another item and when I go to move it shifts everything and is attached to other items (text boxes, images, ect.) beaneath it.  I have tried methods described, such as using the arrow / mouse to select a path for placement.

Any simple tips would be fantastic!

Are you sure you mean PLACE?

When you place, your cursor gets "loaded" with the placed file, where you then place it is controlled by you by where you click to release (place) the file, or click and drag to scale while placing, on the layer or sub-layer you've choosen to be active.

When you PASTE the file gets centered on the artboard (on the top of the layer that is currently active).

You can also paste in front, paste in back, paste in place and paste (in place) on all artboards.

When you place them from the Place command, you place them from the upper left corner.

When you drag and drop, you place them from the center.
