Issue with preserve layers, when using paste on all art boards

Thanks in advance for any suggestions you may have.

I am constantly working with multiple art boards within illustrator, where edits can need to be made on 50+ separate art boards. I rely heavily on being

able to quickly make the edits to one art board and copy over my adjustments throughout my project. The issue I'm running into is that when I us the "Ctrl+shift+alt

+v" function to paste my selected artwork, all the new artwork isn't pasted into the corresponding sublayers.  Instead I'm left with everything being pasted into the top level layer, and its a mess to sort through.  This doesn't always happen, but nearly 80% of the time.

Is there a way to insure that my new artwork goes to the correct sub layers?

Also, yes I do have "Paste Remembers Layers" activated.
