Issues with Guides

I tried using guides in Illustrator to keep my work lined up, but I couldn't move them after I had set them. I tried to go into settings to see what was going on, but when I opened settings it wouldn't let me click on anything. After that, I couldn't click to close the guides tab, or change anything. I tried quitting Illustrator and it won't quit. It also won't force quit. It is still open and I can't restart my computer because it is still open. What do I do?
