Jagged Gaussian Blur - Illustrator 2023

I'm noticing a jagged effect when using Gaussian Blur effect on some figures. I usually "fake" a shadow with a blured vector but lately I'm noticing that the blur looks jagged.

 

I've done this for years and never seen it before, so I'm guessing this is a new rendering bug.

CPU and GPU previews look exactly the same, so this is not graphics card related.

It gets rough when scaling, but then smooth again immediately (and also that is zoomed in 1000%). Which system and hardware is it?

Maybe Effect > Raster Effects Settings resolution?

the same i've ever used for years: 72dpi for web, 150dpi for laser/inkjet and 300dpi for lithography.
