jittery movement with simple shapes, can't line up using selection tool

I think it's a ram or disk space issue, but as I use the a selection tool and try moving a simple object, let's say a square, it doesn't move smoothly when trying to align it perfectly next to, or on top of, another square. It jumps too far...

I can't figure out how to fix it.
