keep losing focus from illustrator windows

Question

hii have a problem  with new installed illustrator cc 2017so when i open illustrator it looks good and no problem but when i create a new file or open an existing file it starts to lose focus from the window of illustrator and all other programs in windowslike the software is clicking something like a task bar ... and the mouse gets a blue circle next to it all the timeyou know when you are in a window and you click the task bar you can't do anything in the program ... i have that issue but i'm not doing it's illustrator on it's ownwhen i close it it stopsplease suggest anything to stop it

I've had this exact same issue on multiple devices with multiple versions. It's a bug. It's been here for a long time and Adobe's not going to fix it. It's a very disruptive bug. Illustrator in general makes me need therapy.

The selection tool inaccuracies, rotate instead of scale bug, the above mentioned bug... i spend way too much time "out of the grove" because Illustrator can't just work requiring me to constantly log out, restart, google for fixes, etc. It's one of the worst UI I've ever used in my 15 plus years, and I have 10 years experience using Illustrator.
