Key combination doesn't work shift+alt. Separately shift+mouse and alt+mouse works. I have Windows 10. There are no utilities or anything else that could affect this. The situation is the same in Photoshop. The keyboard settings in Illustrator have been changed. Editing - Keyboard shortcut - Program menu - Object - Transform, there are no hotkeys for this command. If I try to fit them there, then only the letters from the keyboard shift, alt, ctrl do not fit. I restarted the programs and rebooted the computer. Nothing helps. What to do?

And what precisely are you using the keys for that they do not work?

I use them for proportional scaling

And in which way are they not working? 

Do you have Smart guides turned on? They can interfere with Shift.

 

If they do not work at all, there might be something else interfering - the list is long
