Keyboard increment

My Keyboard incremant wont go any lower than 0.005. Is this a change? or have i changed something by accident? When i change it in preferences it registers 0.0005 but the distance is still the same as 0.005. I'm sure i've been able to use the lower setting before. Using the arrows feels like its jumping a mile. Either that or im being stupid.
