Keyboard Increments setting does not fix inability to move objects with arrow keys

I have tried everything including setting the keyboard increments, but the arrow keys do not move objects in illustrator. Can anyone advise?

Can you use the arrow keys to move the curosr in text entry fields in Illustrator?

It was set at 0.0139. I cannot move the cursor in text entry field either.
