•  "Library" not visible/available in "Window" menu

Hello -

A couple of my colleagues don't have the visible “Library” option in the “Window” menu.
However, several occurrences of certain palettes (eg. “comments”, "version history", ...) are visible. Cfr. the screenshot

How is this possible?
Is this a bug?
