Line thickness

Hi, I want to change the thickness of the line where the blue is circled but not have it impact the thickness where the red is circled. Is there any way to do this without changing the line profile? Right now I am using the thick to thin (not rounded) line profile.

Is there at least a way to do this where it will impact the red-circled area less?

What Ton says. Use the width tool for that. If you can't find it go to Window > Toolbars > Advanced

You can make a variation of the line profile.

You can't apply a stroke of multiple widths to the same path but you may be able to achieve the effect you want using a brush. You can read more about using brushes at https://helpx.adobe.com/illustrator/using/brushes.html.
