Link updates no longer working

Using a macbookair OS14.7 AI28.1

In the past, when I made a change to some artwork that was linked to an AI project, when I returned to AI, I would be prompted to see if I wanted to update the links. That is no longer working for some reason. I have restarted AI, and restarted the computer, but still the same problem.

Under AI Settings > File Handling > Update Links: is set to "Ask when modified"

Any idea what is going wrong?

Check the link panel from window-> links

if the file is linked, a small chain icon will appear next to it, if not it means file is embedded. To relink, select the file and click on the relink icon.

Strange.

I see now that there is no chain icon in the links panel and the info below says "PSD (embedded fle)." Well that's pretty clear. So I click the Relink button, find the file, and relink it. However, it does not end up as a linked file. It remains an embedded file.

Is it possible that somehow I mistakenly made all artwork in this project be embedded instead of linked?
