Locked objects are being picked up in Select All still

I read that they have fixed the locked objects issue, but only recently (last few days) Ive had the issue of locked items STILL picking up when I select the group, colour, object - whatever. 

If you dont have your layers panel expanded, you dont realised locked items are picking up until you start modifying or copy and paste. 

So basically, the feature is broken.
