Looking for some help on resizing a line without affecting angle

I'm looking to resize the Red lines on here so that they are the same size as the Green lines and stay at the same angle and the same relative position on the clock, I'm having problems achieving that could anyone offer any advice on the best strategy, many thanks.

You could try: with the direct selection tool select only the outer points.

Then take the scale tool and scale down. 

I assume it will help when you first draw a circle to mark the desired length.
