Merge swatches isn't deleting old swatch

I'm working in IllustratorCC and when I select the two swatches I want to merge, it doesn't delete the old swatch and therefore doesn't change all objects to the new color. I've done this many times before so I'm not sure what's happening or what's changed.

Anyone else having this issue?

The Merge command is not active when your swatches are not global.

Is one of those swatches perhaps used in a placed (linked) image?

Thanks Monika. No, all images/graphics are vectors.I just figured it out. Both colors weren't global. I changed checked the global on both and it worked. Thanks for responding.
