Monitor turning off and on using Illustrator while hovering over toolbar

I've been using many Adobe products with no issues but today I installed Illustrator to and when I hover my mouse over the various tools on the toolbar on the left hand side of the screen my monitor will turn off and on.

I searched this forum already and someone suggested incompatible GPU and turning off GPU performance in preferences.

I have a NVidia Geforce RTX 3070 ti with latest drivers which Illustrator says is compatible. I've attempted turning off GPU performance  anyway but it did not solve this issue. Naturally, I've tried restarting.

Does anyone have any ideas?

Please SOMEONE address this, this is still happening with Illustrator. I am running a 4070 TI and this is still an issue. Does anyone have a fix??? does anyone who works here even know how to fix this???

Is there anything unusual with your monitor's settings or how it is connected to the PC? I have a RTX 3070 (regular not Ti version) is a Dell XPS desktop running a pair of 1080p 27" monitors (one connected via Display Port and the other via HDMI). I'm not seeing any display problems with the current build of Illustrator.

Maybe those animated tooltips irritate the graphic card. So maybe you could turn off the extended tooltips in Preferences > General
