Can I use illustrator 2019 for free?

You can use it if you still have it. But not for free.

You need to have a subscription. But it will get close to impossible to get the old installers. I would first contact Customer Care and ask whether you can get the old version. 

 

Only when you are sure that you can have the old version, subscribe to Creative Cloud.
