My image gets blurry after I rotate it?

I have an image I'm making that's currently in an X shape. I need to make it  + instead. But when I rotate it and go to export, it looks way blurrier. Is there a way to prevent blurring when I rotate shapes? Or fix it afterwards. I also have to shrink the image down to 16x16 pixels if that matters.
