my neon color does not change
no matter which color i choose it always turn black

If you are working with live Type and you wish to change the fill colour, you will have to Add New Fill in the Appearance palette, then with that fill selected set the colour. It is best to change the (original) fill colour first, just click the None colour square in the Toolbox.
