Thanks for sharing the screenshot, and sorry to hear Illustrator isn't starting up properly for you. 

Could you please confirm your operating system and Illustrator version? Also, is this happening every time you launch Illustrator, or only after a certain file or plugin is involved?

For now, please try the following and let me know how it goes:
Close all Adobe applications completely, then go to this folder location on your computer and rename the 'UXP' folder to 'UXP.old.'
On Windows, you'll find it at: C:\Program Files\Common Files\Adobe\UXP
After that, relaunch Illustrator and see if it starts up normally.
